Girls, Is it fair to kick my brother in the nuts in a fight?

My brother is so annoying and he always starts fights with me! My best friend said she would just kick him in the balls if it was her brother and he wouldn't mess with me again. But when I said that I wanted to kick him in his nuts to my Mom she got angry and said to never kick him there because it can hurt him badly and she said how would I like it if he kicked me there but I don't really care and he has kicked me there so it's not fair if I can't at least do it back to him?

Do you think it's fair if I did kick him in the balls next time? Would it really stop him? Have you ever done it to your brother and did it work?
