Is this fair or not?

Okay so my brother and his wife owe me $300. The reason being that their dogs live with us and have been for over a year now. We provide food for them and I’ve taken them to the vet (almost $200 for two different dogs and one of which they don’t have now. They already owe me $85 that I gave to my brother’s wife so she could put it on her card and buy me a litter box for my cats which my brother ended up buying food with. Shortly after that his then 3 dogs started living with us (now 2). In the past year they have contributed less and less as their son was born and growing up. Now they barely even bother paying for dog food having paid it over 2 months ago. They don’t just come over and interact with the dogs unless they want to be nosey, ask for something or are bored. His wife’s dog doesn’t even really like coming to her having to be coaxed into her arms. Now as far as the vet bills I have in total paid for 4-5 trips. 3 of which were for the dog they no longer have as of a few months ago. The vet visits were because one of them had a uti and high energy that we wanted to see if they could give us something to calm her down and the other ones were because we thought one of his other dogs had a uti but didn’t and then because she had separation anxiety and we wanted to know if they would give something for that which they didn’t. My brother doesn’t plan on taking his dogs to the vet anytime soon for their shots and that makes me upset because we have (included his dogs) 5 dogs in our house and if one of them were to somehow get rabies then rest of the dogs are at risk. We’re working on getting our dogs their shots but my brother isn’t. Is it unfair to ask for the $300 that he owes me since he’s not taking care of his dogs like he should?
