Should my 18 year old brother soon to be 19 have access to his bank account ( read details)?

my brother is 18 at the moment soon he will be 19 in January. He lives with my mom and she is the one that has access to his bank and manage his money ever since my brother started to work. I dont see nothing wrong with that but my brother and I was talking on the phone when he told me one of his friend was going Zelle him but he said he doesn't have Zelle, I told him you should is easy and he told me he once told my mom to set it up but that she forgot. I said do it yourself and he said he would but he doesn't have the password. shouldn't he have access to his bank account and have the password?

im his older sister and I dont have kids on my own but is this normal? I also haven't heard my brother complain about nothing but he is soon 19 years old , is it normal for parents / moms to do this.

now that I know this is not normal I will bring up the sell thing to him again and would want tell him that he needs to know and have his password but wanna sound like im going against my mom. im sure my brother still learning and my mom the one that cash his checks

Obviously. Pretty sure this is actually illegal not that she has access but the fact he don't have the password and she's withholding him from his right to it along with the account it self.
