My mom got a kitten a little over a month ago. She keeps saying that when she is grown, and spayed, she's going to let the cat free roam outdoors like her last cat. I gave her all the reasons as to why that's bad idea, but she doesn't care. I don't think its illegal or anything, so I don't know if there's anything I could do, so I might have to let her do it. Would that make me a bad person?

You're not a bad person for your mother's bad behaviour.
If it's safe for you, refuse to put the cat out. Make your mother do it instead.
You could try showing your mom videos of animal experts explaining why cats outdoors is bad for the local wildlife, the ecosystem, and the cats. It'll help coming from an expert since your mother doesn't seem to listen to you.
But regardless, YOU are NOT responsible for the bad behaviours of your mother.
No. That's her choice. I'm sure there's a lot of factors that go into the way you feel, and as she feel as well.

Because in a way i believe letting a cat free roam outside is a form of animal neglect, and I'd be letting it happen.
I think that it's more fulfilling that being cooped up in a house for years, never being able to go outside. That sounds like a poor quality of life to me.
