So even with a vasectomy, a man can still get a woman pregnant many years later?

This is a real life case. It really happened.

My father's friend is in his late 40's. His 2nd wife is in her late 30's. He had a vasectomy done 15 years ago. He already has 3 children with his 1st wife.

His current wife gets pregnant and for obvious reason, he immediately does a paternity test shortly after the baby is born. The wife never cheated and the test came out positive. Their son even looks like his younger version with his same recessive traits. Upon examination, it was found that over the years, the guy's vas deferens naturally grew again. The doctor said it's rare but it can and does happens.

Nevertheless, he welcome his child and the boy is now 4 years old. They had no fertility treatment nor vasectomy reversal done. It just happened. So that's still possible? Even with vasectomy done, he can still impregnant a woman?
