Are many guys afraid of showing affection towards kids for this reason?

About 5 years ago, my younger brother was jogging and he found a lost, little boy crying. The boy was said to be no more than 5-6 years old. It was night already.

My brother called the police immediately, watched the child but didn't show much affection. The little boy got placed into foster care because the single mother had abandoned him, didn't want him anymore.

Just recently, my brother admitted he was holding back tears when he found the little boy all lost and scared. He wanted to hug the little boy, buy him a toy, asked him where his parents are, talk to him more and help him find his parents. He didn't do that because he was afraid of then getting falsely accused of being a child molester, getting beaten, jailed for no reason or have his life/reputation destroyed.

Would you say this is accurate? So men can be just as affectionate and loving with kids but are afraid for those reason provided?

My brother's instinct was to be just as affectionate as a woman would be towards a scared, crying kid, comfort him but he was afraid of his life ruined just for trying to do the right thing.
Are many guys afraid of showing affection towards kids for this reason?
