Absolutely they can.. In fact, there are several stories that depict this bond between humans and animal and love and devotion, such as for example, the story of Hachiko (a dog, who waited at a train platform every day for years after his owner had passed away, hoping for his return, until his own death). They even made a movie about it, which I recommend people to check it out, as it's really touching. And then of course, we've got Jack London's masterpiece's The Call of the Wild

he was dying but refused to go to the hospital bc his cat was very sick too, so he stayed home. they ended up passing away on the same day

For some people, absolutely. Some animals can be loving, compassionate, helpful, and more loyal than people. Some animals and people depend on each other.
Some people love their pets more than anything in the whole world.

Yes. If somebody feels that way. It's up to them who their best friend is. In the case of animals, you can decide that with no consent. (just for friendships... don't be gross).
