Blond hair is much more common in children and younger people (you tend to get darker) so it's more often associated with childishness, innocence or vulnerability. Or where I live even superficiality, dumbness. :-/ Which isn't quite the same of course but for some (men) might just get close enough. That in turn could be more prevalent in places like Europe, simply because people are more aware of it, consciously or not. I've still voted no because it'd be a minor factor at best and by itself wouldn't make a difference.
Girls paying attention to their appearance is femme. We sort of expect that.
I think it would unwise to assume any other hair color is natural. Perhaps 1% don't.
Guys know this and we know that most blondes are not genetic blondes and assume they have gone to that effort to look good.
Back to the first point we therefore consider blondes to be highly femme.
I kind of doubt... anything can be feminine in the right scenario with the right face and adn.
