How To Text Shy Guy?

We talk for 3 weeks now and in 3 weeks he only text me first ONCE and he said he would text me for often if he's not this shy.
I'm always the one who start conversation and when he reply like he just reply not asking me something back. But he flirt with me sometimes though. Like he told me he wants to cuddle a few times but not like "I want to cuddle with you" but like "I want someone to cuddle with"
what should I do? Or how should I text him so it's not boring?

Seems to me that he's just not very interested if he's not reciprocating the replies or he's just not into the conversation. There are times when you first start texting that you have nothing interesting to talk about since you hardly know eachother. It's much more fun to do that in person anyway as opposed to an electronic device. His text about cuddling up lies that he's hinting at you rather than being straight forward. You don't tell people you're uninterested in that you want someone to cuddle because they'll most likely jump at the chance and you obviously don't want that. Just try to meet up and see how the chemistry feels in person.

I want someone to cuddle with = desperate and needy, can't even say its you he wants to cuddle with, waiting for you too make the move.
Telling you he would text more if he wasn't so shy = he's EXPECTING you to do all the work. Not exactly a go-getter.

Maybe go silent for a day or two, if he asks why you didn't text him just say you have been really busy. This in my experience works because guys start worrying about a girl losing interest. You can always play games like 20 questions or never have I ever. Or if your feeling adventurous give the boy a call and see how he handles it.
