Haha I know that feeling. I have had a couple of tutor crushes before, and I kind of thought about it but never did anything. I guess look at the facts if he rejected you-how awkward is that going to be for you in the future? You might see him again in the exam yeah? Would you possibly have him in another subject? Or are you very unlikely to see each other incidentally again? And either way, it probably won't impact you in any other way other than being a bit embarrassing for you if he chose to keep it strictly professional, I suppose. He might be too wary of causing trouble in his job.

Well I was in your same situation last semester xD Though it was just a slight crush, nothing big, and he seemed to like me back, but you know when you like someone you might read the signs wrong, anyway, it's actually a good thing he isn't your tutor anymore, because teachers can't date their students :P I'd say call him, make a really good excuse of why you're calling him, and see where things go, that's the only way you'll know what's up with him
When he won't be your tutor anymore you'll be free to date him. Him giving you his phone number at the end of the semester could definitely mean something. Contact him with an innocent question, then see if he's open to some flirting.
Even though your shy message him you have his number now. You can tell him thanks for helping you on questions and maybe you can say something flirty or ask him other things like things he likes to do for fun, hobbies, etc.

I don't think dating him would be a good idea, too many things could go wrong in a tutor student relationship.
Bare in mind that in your kind of situation, you might be seeing things that you want to see, but aren't really there.
In bed with your teacher. Not a good thing.
Flirt with him flash a bit of flesh get him hooked
