Guys, if a guy doesn't smile when we lock eyes does that mean he's not into me?

He is kind of shy tho, but we have been having moments like this for months, i was the one who started looking at him but he has always looked back at me and we make intense eye contact all the time, but he never smiles.
Also i have cought him staring at me many times and turning away fast.
Is he interested or could he just be looking at me because he wonders why i look at him? or would he be avoidning me by now if that was the case?
