Why would a guy make it obvious he is checking you out?

A crush of mine (and it seems mutual) sometimes makes it obvious he is checking me out. He will look into my eyes, scan my body, and look into my eyes again. He doesn't smile or smirk, just a serious look into my eyes.

I thought guys checked out girls in secret?

What is the reason he is making it obvious? Other than that, he is a perfect gentleman, hasn't been sketchy or too flirty. Thanks!
