Why does this guy avoid looking AT ME specifically?

He does this on purpose... while pubic talk and addressing a crowd in which I am present too, he would look anywhere in a regular manner BUT WOULD SPECIFICALLY AVOID LOOKING IN MY DIRECTION... Nothing harsh has happened between us and i dont think he's interested either because he hasn't made any move or something... then why does he avoid looking at me I so want him to look at me

If he is purposely trying to avoid looking at you, it's because he has a crush on you, he likes you.

He is probably a little shy in this regard, and isn't likely to make a move on you without being fairly sure you like him too.

But I'm fairly certain he really likes you, and is trying to hide how he feels from you, as he may think you are not interested in him.

Make efforts to talk with him, ask him to help you with something.

Either it's in your head, you look at him intensely because you are checking where he looks and that makes him uncomfortable so looks away, or some personal reason of his

Maybe your consistent looking at him is freaking him out.
Or he just doesn't like you.
