Why does he only flirt with me when he's drunk?

He invited me to a party, and after a couple drinks, he was touchy, flirty, put his hand on my thigh, etc.

We have also hung out in non-drinking instances, but he seems more reserved. Definitely still super kind, asks a lot of questions, and told me he had fun hanging out with me.

Why does he go so hot and cold though?

That not hot and cold its the difference between a cholesterol making u brave and being sober and more shy or reserved

Probably because the alcohol removes his inhibitions and perhaps he's too shy when sober to express his feelings and desire for you.
