Is that flirting normal or the "flirting to be in a relationship" type?

Context:

Some of the girls that I've known for a while had shown signs of interest but they've never had (or barely mentioned) their boyfriends. During the meantime they'll be full flirting like they want to be in a relationship with you, it's like they're ready to cheat to their partner.

I know that some guys are more likely to do this as well (most guys aren't innocent).
