Why would someone keep talking to you even if you ignore them?

There's someone I don't really get along with at work. I make it clear I don't wanna talk: keep my earbuds in, avoid eye contact, don't talk to them at all, don't say hi to them etc Anyways she still will comment on things or keep talking even after I made it super clear I don't wanna talk even if I don't say anything back.

Why would someone act this way
