What makes a guy hesitant to call/text after a girl gives her number?

For instance the girl have noticed the guy staring and asking questions about her from a friend. So seeing the hint of interest she decides to give him her number via this mutual friend. They never actually talked. The girl never actually smiled at him before.. but she did give her number... Now what can be the reason why the guy still Haven't do anything yet?

( Not interested, not sure of her interest/intentions, etc...?)

Or believing in bullsh*t advices from AskMen.com, some obscure so-called "Pick-Up Artist" websites and so on.. saying "you need to wait (min) 3 days before contacting her"

...but in the result the girl totally even forgets who was that guy even if he calls in the 4th day.

I'm scared of rejection and am afraid that a girl will ignore me, so it's hard to initiate in indirect communication... I hate phones and messaging for this reason, and you can never tell what people are actually feeling/thinking because you're not there with them.

I strongly prefer socializing face-to-face/in person.
