Just because a girl smiles doesn't mean she's flirting. On some occasion a girl's smile is a distraction to avoid addressing an unpleasant topic. On other occasions it's merely a greeting or a polite response to a joke/story. If she smiles in passing, but isn't looking you in the eye, then the smile's not for you at all.
Direct eye contact + smile + "open" eyes (blinking and just looking at you) = attraction.
I'll sometimes think a guy looks familiar (or he is because I've seen him around a few times) and I'll just smile and say "Hey." It doesn't mean more than "Hey." It's not till recently that I noticed guys make a bigger deal out of this than it's meant to be, but I still say "hi" and smile since the alternative is what -- frowning and telling the guy to blip off? Not my style, lol.
I usually can't help but smile when I make eye contact with a guy I think is cute, but I smile at other people too just because I'm a generally happy/bubbly person. If she keeps looking back, smiling, and looking away then she probably likes you bit is a little shy. If it's at a club or bar, she probably does like you, because we know a smile will be taken as encouragement and we don't want to encourage guys we wouldn't go out with!
Mostly it's because I'm friendly or in a good mood. If I smile multiple times and look at him multiple times, then it's because I think he's good looking.

it's a pretty solid sign, if you don't know the person, because I won't smlie at a stranger unless I find him cute.
