it's weird cause he shows all the signs that he likes me. he says he loves me all the time and he is always staring at me I could go on and on about all the signs that he likes me. Yet, he mentions a girl I slightly know saying that he feels like they are going to lead to dating and then when I question him about it he says he is not even with her. but yet he'll mention her to me sometimes, and he'll mention other girls.

he'll say things like oh I am def seeing monica tonight but yet he always seem to show that he likes me a lot, so I don't get it. I don't understand him or his behavior. Yet when I talk about guys he gets silent, and won't answer me. He gets weird and mad about it, so is it head games? or is he not interested?

Yes he likes you. It is common trait among guus to show that how social he is with girls and you might not consider him a loser.
So it is attention craving situation for him.
