Hot & Cold Female Co-Worker?

I have a co-worker that I have been interested in for quite some time. At first I didn't take any notice of her, because we didn't talk much. Our first interaction one on one was pretty interesting. We both were leaving the office and went into the lift together, we talked a little bit in the lift and then walked to the bus station, the whole time whenever I talked, she used to look at me with such interest like I am telling a fairy tale or something and she also brushed her hand against my chest, which was basically what got my attention in the first place. That is how our first one on one interaction went.

As time passed by, we talked to each other more and more and at least to me it felt like she was borderline flirting with me, for instance she was once filling her bottle with the tabwater, I looked in her direction and she was already looking at me and smiling, so I jokingly winked at her and she winked right back. Also during our lunch break together, she also put her hand on my shoulder once.

I thought it might be time, that I ask her out, to go to the cinema together with friends and if she would like to join in. I asked her through a third person, surprisingly her reply was "I don't go out with co-workers, it's one of her golden rules". The message was well recieved on my end and I started to talk less with her and kept it professional.

Fast forward a couple of months, now last Thursday, we were the only 2 people left in the office, she saw me and said "are you going to stay longer?" I said "probably, I just need to finish something". She said "I can help you, if you want me to, so you can go home early as well", I was sort of surprised to hear that from her, considering her comments before, in short she helped me and I thanked and we left the office together, which makes me wonder, what is going on here? Is she interested or is she being plain nice, which I find extremely odd as well.

I find her Hot & Cold behavior very cold, what's your take on it?
