Don't know. He probably thinks you're pretty, but you can't say he likes you or not based on the only observation that he stares at you, and not smile.
I try not to stare because it can be perceived as rude, but sometimes when a girl is super cute I just can't help myself hehe. And I look away quickly when she looks at me. So from what you've said I think he definitely thinks you're cute.
The real question is does he like you just because he thinks you're cute. As for myself, there are plenty of times when I find a girl attractive physically, but listening to her turns me off - lack of manners being a big no. So to answer your question, on the one hand he may think you're cute, but on the other hand he may not like you yet. that's probably why he doesn't smile or say anything.
