We went to university together and we had the biggest crushes on each other but we were never single at the same time and we used to speak about the regret that nothing ever happened between us. But that was 10 years ago. I haven't seen her since. But we've moved to the same city in a new country 10 years later.

When she saw online I'd moved there she sent me the sweetest message sounding overjoyed! Maybe she's just trying to be nice? I'm not sure what to think anymore.

She probably just misses you and wants to see an old friend. I don't see the harm in meeting with her, you could be great friends, just make it clear to her that you're not interested in cheating with her or going behind her spouses back. Maybe you'll be life long friends or even it's an open relationship you don't know.
Just don't cheat or hurt anyone is all.
