Girls, Why would a girl talk to everyone at work besides one guy?

Let’s say the guy is nice, he’s not hitting on her, she knows nothing about him, he’s helpful at work, he’s decent looking and people overall like him at work. Why would a girl still be non talkative with a guy like that but talkative with others?

He hasn’t made an effort to talk to her, she may feel shy towards him for some reason, he always seems busy, she could be avoiding him because she learned something she didn’t like about him, etc etc it could be any one of these reasons or another I don't know

Well this question is regarding me and im a fairly private person so she didn’t learn anything about me, Yes, 90% of the time im busy at work. I want to talk to her more but 1) i think she's dating a guy at work, therefore I dont want to intrude and 2) again im busy at work with the tasks i have to do but im willing to help her department if she simply asked me…not to do her work but if its her way of chatting with me for a bit im cool with that.
