How will this eventually end?

There are two guys. One of them has a little sister, the other is in love with her. She's a beautiful slim blonde in her teens who is, much more often that not, busy checking her long hair in front of a mirror, and all she wears are short skirts and skimpy crop tops. Her shoulders, her arms, her midriff and her back are completely bare, there's a ring in her belly button and she might wear a bra, but she doesn't, uncovering a part of her breasts as well. She doesn't even speak to or look at him, while he tries to get her attention at all cost, swearing to never date other girls. How will this end?

He will end up dating other girls and she will end up on the wrong side of the right path to adulthood.

He will realize that she is not a girl for him because of the way she behaves. He will only realize later in life how close to a disaster he has come and will be glad that he decided to abort the courtship while it was still time.

She will probably pay the high price for the way she dresses and behaves in her teenage years. Is she still a child or already an adult? If she is still a child, then someone should tell her to dress less conspicuously.
