Do girls lead on guys intentionally just for fun or for their ego boost?

I met this girl recently, we started talking, I felt there was some chemistry between us. I think we liked each other's company, I started testing the waters by flirting with her and saying some risque things, and things didn't get awkward, whenever I flirted with her, she would flirt back to keep the banter on, even with saying some risque things, she would give me a smile and it didn't get awkward between us.

And, then one day, twist in the tale, she talked about her ex, she got all serious and emotional, I told her that I need clarity about if she's thinking about getting back with her ex cuz it looked like she still had feelings for her, I told her whatever she decides she wants to do, I'm okay with that since we had just met, she said she just wanted to take a minute, and later in the conversation I said if she just got out of a serious relationship, I did not want to be her rebound, and she replied, "Rebound? you're just a good friend." So I told her I was attracted to her, I liked her company and never wanted to be just friends, she was surprised. Then, after that day she stopped talking to me, I asked her why and I apologized if I said anything wrong to her, then she told me that she stopped talking because I misinterpreted her, I was surprised by her response, because I have been conveying to her that we're not going to be just friends, and she would either respond positively or even flirt back.

So, what do you guys think of this behavior? I thought that initially she was okay with the idea of us being more than friends, then something happened and it turned her off but she shouldn't have blamed me for misinterpreting, or she was intentionally leading me on from the beginning. What do you guys think?
