Why would a girl tell a guy to save her number on his phone, yet the girl has no attention to call or text the guy ever?

It could be innocent. She kind of likes him and thinks he might have potential, so she puts him on the back burner: "in her phone." Or, it could be a way to shut him up after he asks her repeatedly to take his number or call him.
So, she does and hopes this will stop him from annoying her about it. Time passes, she never contacts him and he's wondering.
I don't think this tactic is used by women who are sincerely interested and have intentions of calling. I think mostly it's a feint.

Do you mean she then ignores his message and ghosts him? This would be unusual given that she wanted to exchange numbers.

with her actual name, this exact emoji and the two signs. Write this at least a day after your first message that she ignored. This is an expert exception from the rule to never double-text.
This will provoke a response and usually an apology that she was awfully busy. At least you can text a bit. Maybe you can arrange another meeting and what more could we ask for?

some girls like men asking for their numbers. it boost their ego. doesn't matter who the guy is even if he is a complete idiot so its basically for herself.
