Why do almost all the girls in Asian countries seem to wear shorts under their skirts?

I’ve travelled around all over Asia recently and noticed almost all the girls there seem to wear shorts under their skirts

Girls that do that do it so that people can't look up their skirts and see underwear. It also helps if the wind were to blow but that is such a non issue for most. Putting shorts or spanx underneath a skirt just makes sure that if there is some sorta wardrobe malfunction there isn't anything to see other than shorts. I have never done it personally. I am just careful if I am wearing a skirt to cross my legs when I sit for example. I rarely... if ever... wear skirts to begin with. If I did I wouldn't put shorts under them. Perhaps in Asia they are more cautious about it or guys are more pervy and try to take up skirt pics and whatnot.

When I am forced to wear a dress, which is not often because I hate wearing them, I will invariably also wear shorts underneath them or at least some type of granny underwear and dark nylons. The reason is simple and that is why a great number of girls do it.

The reason is to avoid perverts, voyeurs and other male with deviant minds to have a glance at their genital area. As simple as that. It is no secret that a great number of men are incapable to simply avoid to look, gawk or drool when they see a woman in a skirt.

If the world would have no perverts, you can rest assured that not many girls would feel obliged to wear shorts under their skirts to protect them from prying eyes and cameras.

Especially in Japan they have such a huge issue with men taking creepy pictures up women's skirts, that they have made it unable to take off the sound when taking a picture with your phone.

So I'm guessing that's a huge reason.
