Why does he stare at me in the hallway instead of saying hi.

The guy and the girl know each other and have talked to each other. Both are friends/acquaintances and were classmates before, they do not have the same classes now though. The setting is in a highschool hallway.

So why would the guy stare the girl down when he sees her until they pass by each other, or just keep glancing in her direction every time, instead of saying hi? Is he waiting for the girl to greet him first and acknowledge him first?

Don't ask why the girl doesn't say hi. The focus is on the guy :P

Staring you down until you pass him in the hallway and overtly glancing in your direction when you are in close proximity to him conveys confidence on his part, as opposed to shyness. Ideally, a shy person would not make their attraction or interest in another so obvious to the person in question.

Perhaps your schoolmate is attempting to make you aware of his interest and attraction for you. And with that, he does not want to approach you with small talk or a greeting as a casual acquaintance. No ma'am, in this case, he wants you to reciprocate the eye contact to give him confirmation that you are equally interested in him, which will also be the green light he is waiting for to progress.

In any event, his unorthodox tactics and hesitancy is understandable. Most guys, I assume, do no want to risk being rejected by someone that they frequently encounter or interact with. With that being said, perhaps a smile and brief eye contact from your part is all that is needed by him.

The guy is either too shy or he's convinced she wouldn't want to be friends with him, so he just stares. Sure, he's hoping she will prove him wrong by starting a conversation herself, and being friendly,

But he's too afraid of rejection to be the one to speak first. He doesn't have enough experience to think of a plausible 'everyday' reason to talk to her.
