Do you find it flirting when a girl touches your shoulder?

I work in a shoe store, and i was helping this man in his late 30's
choosing between a couple of pairs, at some point i had to leave him and go help another customer , i came back to him and said "many choices to choose from huh!"
and i touched his shoulder while saying it. He smiled and thanked me for the help earlier and asked if i can give him opinion about what he chose, so i did. I went back to my other customer (who was beside us) and while i was talking to the other one, my first guy turned his head all the way to me and looked me up and down, looked away then looked back at me and we smiled at each other and just kept looking (he for sure distracted me while i was talking to the other person lol) he made sure to come say goodbye before he leaves and we made strong eye contact. I am hoping he'll come back because he didn't buy yet...

Do you think he seemed interested, i was hoping he'd get my flirty gesture

Touch can be an indicator of interest. But most people shouldn't take "she/he touched my shoulder, she/he must like me!" As the only item of evidence in determining flirtation or interest. If other signs seem like the person is flirting with you, the way they talk and eye contact, then touch will definitely boost that

I try not to but i know when a woman is flirting with me. My co worker was trying to flirt with me as she could tell i am attracted to her by the eye contact i gave her.

But i feel like women who like to touch people doesn't mean they are flirting. Its just the way they like to communicate. A lot of women seem to like doing that to me.

Usually when a woman touches a man in his arm, shoulder or hands it means she is comfortable with him or that she likes him, depending on the context of the situation
