When I was in grad school, I used to be a tutor-for-hire for high school students, so as someone who's been in your tutor's position before, I can tell you that it is uncomfortable and unwanted to have one of your clients behave so unprofessionally towards you. Don't do it. For both of you guys, the risks outweigh the benefits. If he's smart, he'll stop being your tutor. If he's not, he's risking legal repercussions--since you're in high school, I'm guessing you're under 18, which means that even if you're above the age of consent, it's still illegal for you guys to have an intimate relationship because he is in a position of authority.
Of course, I'm not one to shit on potential love, so if you feel like you're truly in love with him, then wait until he's no longer your tutor and then reach out to him. Keep things professional in the meantime.
