And he can chill out; his input is important but ultimately it's your body and if bigger, fuller tits would make you feel more feminine and secure in your appearance, then that's up to you. He perhaps just needs to be informed of all the deeper reasons about why it's important to you.

I dated a girl once who had implants. To be really honest, they didn't look or feel normal. So I think I get where your fiance is coming from. He obviously loves your breasts just the way they are.

I prefer natural breasts, even if small. Some boob jobs feel a lot like the real thing, others not so much so.

They cost a lot, it's a really invasive surgery. Also he probably just like the feel and bounciness of natural breast instead of fake ones.
