(This was at my old job).
It's weird, cos he seemed a bit unfriendly/standoffish towards me, maybe he was nervous?
But then once, he was really smiley around me. by the way, he's also 18 years old! So he's quite young.

He used to always stare at my face & eyes, quite intensely. But looked away when i caught him. He'd also listen in, to my conversations with other people (nosey!).

I had a manager like that once, he was such a prev and he even had a girlfriend but he once grabbed my butt and said he meant to get my radio from my pocket and he used to just sit and watch me, looking me up and down whilst id be working.

He used to try and hide it by always telling me I was ugly and no good but he was just a total creep. Just be up front and say "can you please stop your making me uncomfortable" that always makes them scared and nervous and he'll probably leave you alone for a while.

I'd fathom a guess and say lust. They look away because they don't want you to see them staring, they don't want to get caught staring - because it's wrong and they know it's wrong.
