Why would your boss/supervisor, always stare at your bum & check you out?

If they stare at you a lot, but look away instantly, when you catch them?

If they look away instantly, does that mean they're nervous?
They think you're attractive / fancy you
It means your doing your job wrong / another bad reason
It means they're creepy !!

(This was at my old job).
It's weird, cos he seemed a bit unfriendly/standoffish towards me, maybe he was nervous?
But then once, he was really smiley around me. by the way, he's also 18 years old! So he's quite young.

He used to always stare at my face & eyes, quite intensely. But looked away when i caught him. He'd also listen in, to my conversations with other people (nosey!).
