I was in a situation where I was speaking to a guy who was sat down while I was stood up. When I went to leave I notice he looked down at my hip area. Does it mean he was checking me out?

Probably, or maybe your outfit? Without being there can't say but probably was. Might have even been subconscious and happened to be where his eyes went and nothing behind it. Like have you maybe ever looked at a guy's body, but wasn't really "checking him out", at least not purposely? That kind of thing can happen sometimes also.

Either that or he was trying to read you. One way of learning a person is by studying how they pose themself around you, as well as how they keep themself AND dress.
