He says it during and also confessed how much I meant to him while he was drunk... but that’s it does he mean it

I kind of feel like he’s waiting for me to say it first.
One time during he kept telling me to tell him I love him but I couldn’t.
Yesterday he says it again and I told him he only says it during sex... and he finally said it after sex twice. now today when we hung up the phone he said it again. But I feel like it doesn’t count because I had to say something for him to say it... am I overthinking it?
