Why is my crush avoiding me?

I worked with a guy for a few weeks (we didn’t work super closely but we saw each other from time to time). Nothing was directly said but I assumed that he had a crush on me because I had one on him and I felt that energy. I felt it was returned the crush sensation.
he then went on vacation for a few weeks. He has returned but hasn’t acknowledged my existence, in fact it seems like he is avoiding me. There have been moments where our eyes could have locked and he could have smiled. Instead he quickly turns away. I notice him twice a day stare at me from afar. But then doesn’t do anything about it. i don’t get it. Wouldn’t he want to find an excuse to engage with me again. A conversation. Even just a smile or hello. Instead it’s been a week and nothing!
was I imaging the returned crush feelings. Was it just on my end?

Here are my tips to get him back -
1. Make everyone in his work area laugh
2. Dress up gud and by gud I not mean looking like a party girl or a prostitué ( no offense )
3. Have a good confidence, a good confidence is always an attractive sign for shy guys... which in this case he might be for u...
4. Casually ask him to hang out or ask him if he wants to get lunch sometimes
5. Do 3 steps for few days like 2-3 days don't do it much though it might give off sign tht u are too cool or unattainable ( been in this scenario as well it sucks )
And on 3rd day or 2nd day play the 4th move
I wrote half a page what could be the reason... but tbh reason doesn't matters as long as u stick to my play guide...

Maybe cuz u two worked 2gether and no one took 1st step... and this reminds me actully when I was in similar scenario I had a sort of mutual crush but by the tym I got back from somewhere those waterdrops had been vaporised it mainly due to no 1st step , no convo , both are shy , or it gets overwhelming and distracting from work or he faced some issue when he was out on vacation anything from a trauma to getting attracted to another girl and thinking about u at the same tym and thinking if he is ready for u or not

The thing is he is actively avoiding me. He walked past my area and we locked eyes, he could have easily smiled or acknowledged me but he quickly looked away and kept walking. He doesn’t seem to want to engage. It’s confusing. He has done this for a whole week. There have been many instances where we could have bumped into each other and naturally started a quick convo but he has been avoiding that happening. this would make me think he isn’t keen on me. But then why not just act normal. If you don’t care, you wouldn’t be avoiding. You’d just act normal? Like if you locked eyes you’d casually smile then move on, not freak out. So it’s really confusing why he is actively avoiding me.

This was my first thought, but then why he is actively avoiding me and acting so weird. If he didn’t care why when we locked eyes would he freak out and look away for example. Why not just casually smile normally and keep walking. Like why the obsessive need to freak out and avoid if he just doesn’t have any feeling.
It’s not like I was obsessed or obviously into him before he went on holiday either.
