Why does he whisper when talking to me?

Sometimes this guy I like will get my attention in a regular voice then trail off into a whisper or he's whispered in my ear when I walked by. I never ask him what he's saying or get close cause I'm intimidated with liking him. Sometimes if it seems like I'm avoiding him, to get my attention he is extremely loud. Then sometimes he comes around and gets closer than when he whispers to have what would seem like a normal conversation but says nothing. He checks me out from time to time but I think he just knows I like him or he's just being flirty.
