Guy's Behavior

Guy seemed interested in me, is he still interested?

There is this shy guy at my work place that I noticed has been staring and watching my friend for months now and everytime a guy is talking to her he'd find a reason to just come near them and see what they're doing, with her being oblivious to it or not caring. Now, i'm interested in him , so to show my interest, I would look at him seductively and when with my friends and we're gone pass him, i would sray back and walk slowly looking at him while wearing something nice. So, he started also staring at me and everytime we pass each other we would look at each other. And when i was talking with my boss next to me in the open space, he came standing near us while talking on the phone to look at us. But at the same time when my friend is near him, he would still watch her and watch her interactions with other people. But after a week of holidays, he got back to only looking at her and watching her a lot without giving me a look. What does this mean? Was he interested in me and now he's not? How can I make him interested?
