Depends on the guy, some guys will play games like that, thinking ask me out so I can have control over you... I can make you an option and waste your time if I am not interested in you 100%.

He may not want to date, so might want you to ask him out so he can say no... rather than just being an adult about it.

A lot of guys have realized that if they put in the effort to chase women; the women will frequently blow them off and disregard them. By telling you to ask him out, he's asking you to put a little skin in the game to show that you're serious about him.
