Why do guys add random local women on Instagram? Is it innocent or do you hope it will lead to more?

I had a this problem with my ex, he was following more than 1000 women from our area. I asked him several times to stop.

At first he was saying that he knows it's dumb and unfollowed some but with time he was adding one here one there and started saying I should stop focusing on it since it's nonsense. Now I really tried to get some confirmation from him that I can trust him especially since I caught him updating his dating profile after we already became official.

Now he is trying to crawl back into my life even though I know he is on tinder and adding some Instagram whores again from out city. Some are way older then him and he still has the audacity to tell me he miss me.

Our relationship started by following each other on Instagram and then FM's and etc. So I know his motives to follow them are not so naive.

Just why?
