Why did he give me his number if he wasn’t going to text me back?

I was creating an art piece at a office where I met this guy who I thought was really cute! We didn’t talk much but had really chill small talk here and there over the last few days. He would sometimes pass by and make small jokes about the paint on my face or something. We even followed each other on Instagram because he wanted to see more of my art. Since I wouldn’t see him again after (it’s a temporary gig I was doing for a concert) I decided to just shoot my shot and ask for his snap or number when I bumped into him at said concert. He said he didn’t have a snap but he did have a number, gave me his first and last name and I left after to get my friend. Later in the night I text him so he can my number and if we wanted to hangout tomorrow or later that night at the club to let me know! I accidentally butt called him as well later in the night which was embarrassing! But he never texted me back? It’s the next day, the concert is in a few hours and now I’m a bit embarrassed asking for his number. Do you think he was just being polite giving me his number?
