This guy knows I want to hang out with him and he always says he's got work to do... he and I have a bit of history but he won't fully let me go even though I told him too and to stop confusing me

If it was another woman coming over then you should probably dump him. You have feelings for him but he doesn't value you. It's your choice if you want to share basically a friend with benefits, or have an actual partner who wants only you.
Just get away from this guy. He is leveraging your feelings, clearly. Do not let him. It's not cool on his part.
it could of been a relative or someone he hasn't seen in years or a really long time or could of been some sort of emergency type situation. did you at least ask him?
