Is it awkward to say hi to my neighbour (similar age) that I see at the gym often. How do I show interest?

We see each other at the gym a lot for months he said hi to me yesterday I said hi to him when he was walking his dog like right as soon as I got back from the gym (I regretted not talking to him at gym) he said “oh hi” and looked really shocked I’m not sure if he wanted to continue the conversation cause his eyes kind of followed me. I find him attractive and would like to know if he’s single
