today my friend saw my crush in the hallway. he was with his friends and they were walking in front of her. she was calling out to him (not by his name but by his outfit) but all his friends turned around before he did. when he turned around my friend said “my friend has a crush on you” referring to me. he then replied saying “oh really” and then he laughed according to her. he's seen me and her together in the hallway. for example, the other day this same friend said he was staring at me when me and her were together. what does this mean?

Yes, your crush absolutely knows you like him.
Why doesn't he make a move? Probably because guys fear rejection. Because there's always a little doubt even when they know you like them. Because maybe he sees your confidence and is like, crap, she'll never go for me. Or a hundred other reasons.
You have two choices: 1) you approach him (best choice) or, if you don't want to do that, 2) make sure you continue to catch his attention. Hair flip, put your hair in a ponytail, make sure you're in his vision in the hallway or in class, etc. Be noticeable.
If he is interested he will move BUT you have to not be hanging around the girls all the time.
Make yourself available... alone... wave... gloss the lips etc. Look accessible but far away from the other cackling hens you squawk with...
