There’s a guy I’ve seen downtown multiple times and each time he literally turns around and follows me several blocks trying to engage with me. Even though I’m giving no signal that I want to engage. Sometimes pretends to be on the phone. I just have a really awful feeling about him. I was even shopping once at Walgreens and he followed me out of the freaking store after I checked out. Then I was talking to my friend who works at a department store another time and he walked in and started talking to her. She told me he chats her and several other women up and asks them out. She’s blocked him numerous times and he still keeps coming to her store to chat. He even calls women sluts to her and says he wants a virgin as a wife. This guy is absolutely crazy and I’m concerned for others, but I don't know what I can do since he hasn’t directed like physically hurt someone.

This would be actual harassment, because its repetitive. He could be on drugs
He does do drugs too!! My friend said he does a ton of drugs like pills.
Also she told me he’s a lawyer (doubt it) but he is always like walking around during the day scoping out fresh blood.
Individuals with certain personality disorders such as borderline personality disorder or narcissistic personality disorder may be more likely to engage in stalking behavior due to a need for control and attention.
It is also possible that the person who stalks you may have other mental health conditions combined such as depression or anxiety. These conditions may contribute to a person's tendency to engage in obsessive or compulsive behaviors, including stalking.
But overall, I understand your concern and something needs to be done to stop him.
