Who cares? They are just doing them.
I put myself together well most of the time but there are periods where I just don't care to put the effort there.
Now if their grooming has plummeted and there is a change in their whole aura perhaps I would ask if they were alright.
Well it’s ok for a cute person to dress differently even if it’s not mind blowing, because they want dress comfortably every now and then. Some of those outfits can get expensive.
Have no clue about fashion sense or what dressing down is nor would notice so lol.

Maybe they didn't want to. I assume not everyone is going to want to dress up everyday. Maybe they were tired or just wanted to dress a bit casually
Comfort or practicality could be two reasons, but ofc 'cute' people aren't immune to depression.
