Why does he stare at me while he’s talking to someone else?

We’re not exactly friends but acquaintances through our jobs. We’ve known each other for about a year and every time we’re in a group situation/party, I notice he will stare at me while he’s conversing with someone else. He doesn’t look away when I catch him either. He either keeps looking at me or smiles. When we talk one on one, he’s super friendly and always stands super close to me, briefly touches me, sometimes gives me hugs.
