I spoke to a new guy *Ian* today, from the bumble dating site. He said this afternoon that he’d talk to me tonight, we’d see how we got on, then maybe catch up tomorrow morning for breakfast. Tonight, he was late messaging me by twenty minutes and said he works two jobs. That he couldn’t think straight and had to go to sleep. That he’d text me in the morning at 7am, when he finishes his night shift. What’s going on here?

Far as I can tell he has given you no reason to doubt him.
He had a rough day and still made sure, even if a tad late, to provide an explanation for and consider you. Also highlighting his intentions by immedieately letting you know when he will be in touch which also seemed to be the soonest reasonable, assuming he really needed sleep.
Honestly, 4/5 on it. Could've given you a heads up without making you wait. But this is... green flags? Kind of.
I believe he told you what's going on pretty clearly. You mentioned he was "20 minutes late" messaging? He had an appointment to message you... whose idea was that?
Cut the guy some slack, working two jobs is not easy.
