The meaning of the term has changed a lot, I guess.
But it originally started out as one of those words that are used to describe a certain kind of man, that is as old as times.
A pretty famous German author, called Erich Kästner, wrote a poem (in the 30s I think), about so-called "carers", him being undoubtedly one of them.
About how they always treat women like queens, do things for and with them, put them on a pedestal, desire them, but never actually get them. The men who get them are the ones who rip them off their pedestal every once in a while.

I think that's what "simp" originally refers to. Guys who are too sympathetic in their demeanor towards women their like, and as a result aren't perceived as men. They show themselves to be too submissive and with too little initiative, however true that might actually be.
I don't think it's impossible for guys like that to get a girl, but it would require to girl to take a risk. The risk of finding out of he turns out to be more masculine than he seems. Or if he becomes so through her affection.
But most girls probably prefer taking the option that seems less risky in the short term. Although there are some other obvious risks attached to the other kind of dude. Which often aren't that obvious to the girls who pick them.
