I've known this guy about a year now. He nominated me as class rep for a dance. I want to get to know him more but he won't text back. What do I do?

Ok, a bit of a backstory. I happened to have a science class with him last school year. He was nice to me and would comment stuff about me, such as saying that "I'm the sun" or nominating me for snowcoming. I was really shy and nervous last year, so I wasn't sure what to say to him, but now I want to try and go to homecoming with him. I added him on snap a few months ago and just finally got him to add me back by asking for his phone so I could add myself back on his snap. I snapped him a simple "heyy" like 2 days ago and he hasn't even opened it. I'm sure he saw the notification because I see him on his phone. Worse yet, everytime I try to talk to him, he gets all nervous, like he wasn't all bold and sweet to me about a year ago. It's so weird and I just don't know what to do.

Stop chasing! If someone isn't showing you the same level of enthusiasm it's a clear sign to move on to someone interested. If he isn't interested in you, he is missing out so it's his loss!
The good thing is that it's a big world and there are plenty of other fish in the sea.

Sounds like he’s not really interested. I say this because even if a person is shy, whether it’s a male or female they’re usually ok w texting. Sort of like the keyboard warriors who run off at the mouth about things but would never say it to someone’s face directly. I know I was shy growing up, but if a girl sent me a letter, I’d respond, send it back.
