Why would a guy look at me from a far, but completely ignore me/act like I don’t exist when we’re closer?

There’s a guy that I’ve seen kinda lingering around me during the day and he won’t really make eye contact with me or even act like I exist when we’re close enough, but I do see him looking at me from across the room often. When he gets closer (5-10 feet away), he’ll either act like I’m not there, or as if he’s looking right through me. For context, I haven’t introduced myself to this person, but we’ve spoken super briefly a few times, mostly just small talk kinda stuff. The other day he did a double take look at me, and then acted like I wasn’t there for the rest of the day. Today, I was leaving work and he was too, and it started pouring rain right before I went outside, so I stopped to try to shield my hair a bit, and he stopped too instead of walking out, although he had no real reason to (no hoodie, umbrella etc, he would get wet from the rain either way). I looked back at him and he made a face like “ughh”, smiled and started making small chat about the weather before he opened the door for me. He was smiling really big and laughing at things I said, despite the fact that it wasn’t really funny. We walked together for a sec before parting ways. I’ll admit, I’m crushing, but I’m pretty shy and would never have the guts to just walk up to him unless I knew there was some interest. I just feel like most times when someone is into me, they do stare and stuff, but they’ll say hi or smile, at least show some sort of interest. Not in his case though lol. Any advice would be appreciated!
